"It is not in dispute that since 1978 in accordance with the provisions of Article 153 of the Federal Constitution bumiputras were granted favoured access to the then established universities in the country. As regards Mr. Beloff’s argument regarding Article 152, he accepts the position of bahasa as the national and official language. He does not attack the official policy of giving preference to bumiputra admission into university".
